It has done a pretty detailed analysis on some international comparators. I am meeting Angela O’Hagan in February in order to pick up on those recommendations, which we are working through.
The Scottish Government recommends consent for these provisions to help ensure a comparable regime in terms of this aspect of public protection within each jurisdiction.
I should add that they go quite some way beyond the comparable duties in England. Listed public authorities were first required to publish equality outcomes, mainstreaming reports and employee information by April 2013 and progress reports were due by 30 April 2015.

The number of complaints remains quite high compared with 2018-19 and, given the upcoming election, they may not abate through to the end of the current reporting year.
