It is a different model of supporting our communities, and it has been a big success for us. I have talked about shared best practice among local authorities for many years.
That is not to say that there is not good partnership working in some local authorities, as my colleague Brian Whittle pointed out. The challenge is in ensuring that best practice becomes universal.
I will not rehearse anything that colleagues have already said on the issue, but I have one or two points to make from a school leadership point of view.
