Tuesday 25 November 2025 Business Bulletin Iris Ghnothaichean Revised at 1:15pm Guidance on Legislative Consent A new document, Guidance on Legislative Consent, has been published on the Parliament’s website.
The Committee highlighted to the 47 Scottish Government an error in regulation 2(2) of the instrument which substituted a new schedule into the 2003 Regulations.
A range of uncertainties are acknowledged in the FM, the most significant of which include:
the range of services to be transferred to the NCS
the nature of the delivery model to be introduced
the phasing of introduction of the new model
staffing requirements and the extent to which staff will transfer to new bodies
the VAT status of new bodies
the transfer of assets to new bodies and the maintenance costs associated with these assets.
