National Care Service (Scotland) Bill - Scrutiny challenge
Typically, Scottish Statutory Instruments (the most common form of secondary legislation) are laid before the Scottish Parliament subject one of the following procedures:
affirmative
negative
no procedure or laid only
provisional affirmative
super-affirmative.
The NCS Bill would provide Ministers with a number of powers to make secondary legislation.
