To address those economic challenges, the Scottish Government is making hard choices to prioritise spending through savings that were announced by the Deputy First Minister on 7 September and the emergency budget review that is due later this month.

However, it seems that there cannot be a mechanism to hit the pause button at Westminster whenever that happens. Why not? It would buy us a little more time to consider such amendments.
