In its report of 26 September 2025, the Committee gave its view on the delegated powers within devolved competence which related to a number of topics across the Bill, including: a new offence of “cuckooing” – controlling another’s home for criminal purposes; the management of sex offenders, including requirements relating to name changes, absence from main residence, restrictions on applying for ID documents in a new name, and entering premises where children are present (for child sex offenders); police powers in relation to the remote storage of electronic data; expansion of the list of criminal lifestyle offences in the Scottish Schedule 4 of the Proceeds of Crime Act 2002; and the creation of barred/advisory lists for the National Crime Agency and the British Transport Police.
