Such complexities would be increased if we sought to top-up a reserved benefit. It is for these reasons that we are undertaking detailed options appraisal so we can examine the interrelated strategic questions of policy and delivery and assess the risks and opportunities.

On Willie Rennie’s points, the committee received a response from Clan Childlaw, which has been published on our website. Have you seen that? It is about the bill and that element of the bill.
For example, when a public body submits a report, there is no real requirement to publish it and no central place on the NatureScot website for it to be published. Addressing that issue would help to improve accountability in general.
