You are right: there has been something of a lift-and-shift exercise, because we were not able to progress at the pace that we had hoped to in 2025-26. That is why the budget has been moved, with your support, into 2026-27.

The Committee also notes that NatureScot expects to take on new licensing functions under the Wildlife Management and Muirburn (Scotland) Bill in relation to grouse moors and wildlife traps and is considering an approach of cost recovery for those new functions.
