This has four parts: 1. the applicant or the applicant’s next of kin must have suffered abuse; 2. the abuse must have occurred while the applicant or their next of kin was a child (under 18); 3. the applicant or the applicant’s next of kin must have been abused while resident in a relevant care setting; and 4. the abuse must have occurred before 1 December 2004.
