The committee's—or the Parliament's—legal powers to require witnesses or documents come under sections 23 to 26 of the Scotland Act 1998. The later sections are supplementary.
The order will mean a fee change that will apply to every institution in Scotland. In itself, that is not new. Scottish ministers have set new fee levels like this before, but these will apply only to English students.
