Mediation is one of a number of measures for engaging communities that we would see planning authorities adopting under the new planning system. I am pleased to hear that answer because there is general agreement on the value that mediation can have in the planning system.

I take this opportunity to welcome the minister to her new portfolio. I know that she has a greater insight into the issue than most—it spans many years—and am sure that she shares my frustration and that of many hundreds, if not thousands, of other people in Edinburgh that a sustainable solution to the problem has not yet been put in place.

They said that it would be far better to spend the £7.45 million that the Executive's plans will cost on community-based alternatives, which would provide much better outcomes than will sentencing people to repeated short periods in jail. Plans are being drawn up for the new community justice authorities, which will be in place from April next year.
