ScotRail is undertaking a number of initiatives to reduce ticketless travel, including a buy before you board advertising campaign and advertising the benefits to passengers of switching to smart travel cards.
We need a classic procurement approach to buying the former, and a different approach when we are buying people services such as social care, because those are totally different.
