Many issues are involved that are best dealt with by the council. Given the minister's assurances and the forthcoming changes, I feel that it is better for the bill not to be made too detailed, because then we might be caught out by any developments that took place.
I know that this committee is always in favour of having more procedure but, of course, there are other codes of practice under the New Roads and Street Works Act 1991 that are not subject to procedure.

Presumably, you will bring in subordinate legislation that will specify, as we have seen in the news release that has gone out in Nicol Stephen's name, the categories, the amounts and the percentage.
