I support the minister's view that we have to reduce the number of programme management executives, because that will reduce bureaucratic costs and free resources that can then go to front-line services. For administrative costs for five executive structures, £15 million is an astonishing sum of money.I always support greater efficiency if it frees resources for front-line services, but I worry about loss of local accountability.
