Alternatively, instead of introducing a new rule, we could publish advice—one might even call it guidance—for the Executive that recommends that consolidation bills should not be introduced when Parliament is very busy with other things but should be postponed until there is some more time, such as at the beginning of a new parliamentary session.We can either ignore the issue, introduce a deadline or just give an opinion that offers guidance to the Executive.
The first of those is under section 13A, which is entitled "Postponement of decree of divorce where religious impediment to remarry exists". Section 13A inserts new section 3A into the Divorce (Scotland) Act 1976.
I understand that, at that stage, the minister was involved in what might have been quite sensitive negotiations about money that will be allocated to Scotland to allow us to take on the new powers.
