I certainly agree that it is about the use of parliamentary time rather than just timetabling.However, there is an issue on which I disagree with you. It is the Executive that promotes a bill, not the bill team. Frankly, the relevant minister has a responsibility to ensure that the committee that is scrutinising a bill gets its answers.
