There has been an expansion of child care, with 243,000 children—28 per cent of all children aged up to 14 and a 7 per cent increase on the previous year—now receiving formal care.

In September, we announced that health spending would go on increasing at record levels to nearly £7 billion a year by 2003-04; that means £1.2 billion extra over the next three years, on top of this year's record increase.
