The purpose of the strategic roads review, which I announced in November, is to allow us to move ahead on five key roads and to ensure that we get our decisions right in the long run.

It is possible that someone could appear in a private capacity while getting an inducement from somewhere else, but normally it is because they have an interest.

We will consult during 2001 on proposals to modernise the planning system including: the overall planning framework; more public involvement in the planning process, and getting better quality development in urban and rural Scotland.
