However, whether turnout is increased as a result of switching to PR will depend as much on the reaction of political parties as on voters saying, "Gee whiz. My vote now counts with this new system, so I'll go and vote". One of the lessons from the European Parliament elections is that, if political parties fail to understand how to campaign under a new electoral system, voters stay at home.
