Will he give me an undertaking that that decision will not be acted on until the new Parliament can review it? I fear that today's decision will be regarded as a poor, politically motivated decision, given that SNH is a model for the policy of dispersing people and departments throughout Scotland.

It is our intention that the applications would be made in writing on a form and that supporting documents would be lodged. Given the advances in new technology and the fact that, even within the Parliament and the Executive, we are encouraged to fill out forms electronically, why have you chosen to exclude such forms of communication in this instance?
