That change has been achieved through public education and by making people aware of the amount that they can drink before getting behind the wheel. There has also been better enforcement by the police, who have run campaigns to make people more aware of the issue, particularly at the festive times of Christmas and new year.

The evidence that we took from the Equal Opportunities Commission and the Educational Institute of Scotland addressed those points, and I hope that you will too. We want to get across the fact that most of the evidence that we heard was critical of failures to address equality issues directly in the legislation.
