There is no evidence that that is inhibiting the market or the provision of services. New entrants are coming into the sector with new services and there are signs—through Scottish Care, for example—that care home providers are working on raising quality and achieving consistency of service.

As well as the move of staff on to agenda for change, which has been a big change process, the new Scottish workforce information standard system has come in, which has meant more change.
