I do not know whether we are just getting at lawyers. Do any of the lawyers on the committee feel ill done by the section, or is it an advance in legal and social justice terms?
I know that work is being done, but is it too late to get the HSE's views? That is a matter for the Health and Community Care Committee, which is pursuing the substance of the petition.
It is a major step forward that is welcomed by organisations that deal with sexual orientation issues, but it is crucial that we getnew legislation right. If it is not possible to re-examine the question, I am minded to support Nora Radcliffe's amendment.
Provided that the Parliament, when passing a bill, gets the balance right between affirmative and negative procedures, I do not think that we need to get rid of negative instruments altogether.
That is the only way you can be certain that someone gets the letter. You cannot be sure they get the letter if you just post it and rely on it being delivered.
