It is true to say that she is considering how best to support target groups. There has not yet been any decision on whether specific targets should be set for those groups as it is difficult to determine how to define the groups themselves, never mind the targets for them.

A new regulation 4, which removes the provision that was of concern and deals with the committee's concern in relation to regulation 6(e), has been made.
