I have asked Dr PaulStollard, Chief Executive of the Scottish Building Standards Agency (SBSA), to answer.His response is as follows:The SBSA ispresently considering several applications from organisations wishing to becomescheme providers under the new system of certification.There are no barriers to therecognition of alternative scheme providers.
We fully endorse the Continuing Professional Development Strategy agreed by the council on 14 September 2004 and which sets out new arrangements for the continuing professional development for all social service workers, including social workers.
We are also working with Edinburgh City Council on its Community Ownership proposals which will see tenants put at the heart of the decision making process, allow over £300 million of debt to be written off and release substantial new resources to improve the council’s existing stock and increase the supply of affordable homes.

That statement made clear that the investmentproposed would support housing and economic growth across Scotland through investment in new infrastructure capacity. But it also made clear that there are other investment requirements which have a proper and vital place in the programme, and these will include the maintenance and improvement of existing assets....
