If Mr Harper wishes to pursue the issue with Lothian Buses, he can do so, but he seems to miss the point that we invest considerably in travel support for students—not just mature students but students generally—with the funding that we apply through my colleagues in the Scottish Executive Enterprise, Transport and Lifelong Learning Department.

Can he confirm that the Executive continues to urge and assist local authorities to recycle and compost more of their municipal waste? I confirm the last point. We have at present a target of 25 per cent for next year, but we have to raise the game and push towards 40 per cent.

I know that Ken Macintosh and, indeed, Des McNulty have been diligent in taking up issues in that regard, as indeed has the trade union Unison. All I am able to say at this point is that it would not be appropriate for me to disclose details of cases that are currently the subject of discussion between trade unions and employers.

Is he further aware that I support in principle the replacement of the current procedures with more streamlined ones, but not at the risk of delaying proposed schemes? I take Mr Gordon's point. He sounds like an eminently sensible character to have on the Procedures Committee, but that is a matter for my colleagues rather than me.

I suggest to the member that at the moment land is being rented and leased more frequently, which ensures that people engage in agricultural activity and that at the same time the land is maintained to the standard that is required for farmers to qualify for payments. However, I take the member's point that we must monitor what happens in the area.
