Each local authority will be required to have regard to the value of stable family life in a child's development; and to the need to ensure that the content of teaching is appropriate to each child's age, understanding and stage of development. This duty is provided by section 26 of the Ethical Standards in Public Life etc (Scotland) Bill.

I believe strongly that we must apply our minds to how we can encourage many more of the pensioners who are on the lowest income to access that benefit. It must also be pointed out that many people of pensionable age who are not in paid employment generate an unearned income through a variety of other sources and through that would incur an income tax bill.

It is fair to say that post-polio syndrome is a well recognised clinical condition—there is no issue with that. Mr Morgan raises an important point about ensuring quality of service for sufferers of the syndrome, of whom there are relatively few, which means that there is not the same focus as there is with larger groups.
