Michael Clancy, Law Society of Scotland, referred to the Court’s ruling in the Hirst case and highlighted that the Law Society of Scotland considered that a “landing point of four years would be more appropriate” as a proportionate point for imposing a ban on voting:
“The court’s decision in that case talked about the support for universal suffrage, but it said that the franchise of prisoners may be restricted, provided that the restriction is proportionate to a legitimate aim.
