Does the minister agree that we need greater input from Government, in terms of funding, if local authorities are to be able to make the best choice—for waste minimisation and recycling as opposed to incineration?
I will clarify the matter for the member as best I can. I would not want someone to pursue a spurious legal case for the sake of usurping the role of the commissioner either, but it would be inconceivable for the Parliament to pass a bill that would undermine the legal process in this country.
