What communications have you had with the Minister for Finance and Public Service Reform? Was a deliberate decision taken to omit equal pay from the local government budget?
Those would include the relevant local authority, the Scottish Commission for the Regulation of Care, the relevant national health service board, the chief constable of the relevant police force and any other public body specified by Scottish ministers.
