To ask the Scottish Executive whether a two-year extension of the GNER franchise for the east coast main line is in the best interests of Scotland and what the reasons are for its position on this matter.
However, I wonder whether those guidelines have been reviewed in light of the new evidence that is coming forward. We are talking about a fairly new science, which means that new evidence needs to be constantly researched.
At the end of the day, we are clearly talking about commercial decisions, but I hope that we can grow rail freight and encourage more superstores and other companies to send their freight by rail over the coming years in Scotland.
I do not have information on the number of those people or who they are. I suspect and hope that we are talking about a minority of people being victims of miscarriages of justice.
While I am happy for the committee to have the discussion in private, my only concern is that we should be quite happy for our conclusions to be made public. It might be diplomatic to talk through the realities of where the glitches are in the system in private, but it would be good if we could produce a document of some kind.
