To ask the Scottish Executive why the budget allocation for Level 3 spending category "International Relations", shown in table 10.07 of its Draft Budget 2006-07, has increased by the amount that it has in the three years from 2005-06. 2005-06 is the first full-year of three initiatives which are funded through the International Relations spending category. These are: the promotion of Scotland’s International Image (£4 million per year); the campaign to attract Fresh Talent to Scotland (£1.7 million per year), and the Executive’s support for Scotland’s contribution to international development (£3 million per year).
These range from the publication of articles overseas to assisting a youth football exchange, providing support in setting up student exchanges and in organising Scottish Weeks to promote Scotland’s place in the world.
They aim to encourage diversity intheir workplace through policies and practices which promote creativity, talentand results regardless of ethnic origin, colour, age, disability, gender, maritalstatus, religion or sexual orientation.

This funding includes: financial support for the Scottish Real Nappy Network; a grant aid programme to provide grants to real nappy schemes and businesses, such as nappy laundering services, and a communication campaign, through the Scottish Waste Awareness Group, to promote real nappies. S2W-14313

To ask the Scottish Executive when it will request that the surplus of approximately £10 million held by Ofgem from the Scottish fossil fuel levy fund be transferred to the Scottish Consolidated Fund for the purpose of promoting renewables and what information it has on why this surplus has not been transferred previously.

Infection control is accepted by all NHS boards as a vital component of their work and the budgets they set make provision for this.The Scottish Executive has not allocated specific funding for infection control but funding has been provided for additional training of 3,000 cleanliness champions, one for every ward and clinical unit in Scotland. They will promote best practice and the highest standards of cleanliness and hygiene in clinical areas.I expect to make a further announcement regarding hospital-acquired infection soon.

I announced on 16 November that “The Scotland and Northern Ireland Forum for Environmental Research has been provided with £50,000 to promote a co-ordinated response to potential impacts and safeguard people and property through a Scottish partnership”.
