How could the GAE be so wrong, and is there any indication that that will be addressed in the not-too-distant future? It is not a new burden as per the definition of a new burden.
However, that is not the same as saying that each patient and their family were given all the information that they required to make the best judgment. Are you convinced that patients were given all the information that they could have been given in the circumstances?
The Executive must have a great pool of precedent from which to draw in order to carry out the difficult task of establishing a fair set of rules for a new body that is seized with responsibility for a new task.
