However, I do not favour relying on subject committees to deal with the motions in the first instance, because they understandably struggle when they are suddenly faced with a new motion. I envisage a preliminary stage at which there is scrutiny by either a new committee or one of the existing mandatory committees.
A group of northern countries, including the United Kingdom, does not want state subsidies to be reintroduced for new vessel building, but groups of southern and eastern countries take the opposing view.
COSLA does not mention that aspect of part 7. Does section 43 give COSLA any concern, or do you think that the numbers will be so small as to be insignificant?
