I agree with Stewart Maxwell, who suggested that there should be a new paragraph 7, which could say something like, "All members should follow the above convention," which is clearly stated in paragraph 6.
When will you be in a political position to convince authorities throughout Scotland to accept that formula, given that there will be winners and losers no matter what new formula is applied? Are you confident that the formula will be ready, robust and acceptable?

I agree entirely with Margaret Jamieson in principle, but that is part of the new process. These statutory instruments were laid before the UK Parliament, as the issue arose before the Scottish Parliament assumed its powers.
