Meetings between HIAL and its users and potential users are a commercial matter for the airport operator.The Scottish Executive is providing record levels of support to HIAL to maintain the airport infrastructure for essential air services in the Highlands and Islands. This support also allows HIAL to offer substantial discounts on landing charges for new services or increased frequencies which would lead to increased passenger numbers.

The statutory framework is set mainly by the Building Standards (Scotland) Regulations 1990 and Part III of the Disability Discrimination Act 1995, but these do not confer specific powers on ministers, relating to the provision of toilet facilities for disabled people at sports stadiums.Part III of the 1995 act was introduced to improve access for disabled people to goods, services and facilities. From October 2004, service providers to the public will have to make reasonable adjustments to the physical features of their premises, to overcome physical barriers to access, if access is impossible or unreasonably difficult for disabled people.

It would be wrong for the Executive to attempt to define staffing levels, as trusts must be able to adapt staffing arrangements to suit the changing pattern of circumstances, and be judged by outcomes rather than inputs.The number of higher specialist training posts available in Scotland is regularly adjusted to meet the projected number of new consultants needed to meet known and anticipated turnover and local service developments.

Transport Direct is a UK national project which aims to deliver integrated traveller information and ticketing.The Transport (Scotland) Act 2001 includes provision to enable local authorities to determine what ticketing arrangements should be made available in their area as regards local bus services, and to make a statutory ticketing scheme if it is not possible to make those arrangements available on a voluntary basis with bus operators.The Scottish Executive's consultation paper Strategic Priorities for Scotland's Passenger Railways makes clear that the Scottish Executive will encourage train operators to work with providers of local bus services to issue a single ticket to cover the use of bus and train.
