Would it be fair to say— I am concerned about Keith's point. If we are coming up with a new procedure, it should be considered in terms of all the committees, not just this one.
Have other criteria been identified in places where changes to the electoral system have been considered? Why did New Zealand end up with the system that they have now?

The fund will be held by the national co-ordinator at the CJD Surveillance Unit in Edinburgh, who will be assisted by a new support team and a national network of experts available to support local services.
As other members have said, I do not think that the case for new legislation has been made. The inadequacy of some of the accounting for common good assets has been clearly demonstrated, however.
The home closed down, its elderly residents were redistributed and the property was sold on.Clearly, the new owners were well aware that they could convert the premises into a heroin detox hospital using the planning permission that had been granted for the retirement home.
When I was elected, I was as guilty and as full of enthusiasm as other MSPs in saying that I would join groups, but the reality has now set in. New groups are suggested and the same people are involved.
The proposed business programme still allows a minimum of one and a half hours for a debate on the Enterprise and Lifelong Learning Committee's report on the new economy. The convener of that committee was consulted and is content with the proposal.
The primary legislation would not require to be amended. That approach would allow new treatments—or changes to treatments—to be included in the regulations less bureaucratically and more swiftly.
