Can we ask the Executive to be a bit more transparent when it is working on the new guidelines? I have a slightly different point. Does he agree that the proposals in the bill need proper, detailed scrutiny by the Scottish Parliament and does he appreciate that there is considerable scepticism that that can be done by means of a Sewel motion? The important point is that we carry forward the measures in the bill, which will be widely welcomed by members from all parties.
