In response to a question from the Committee on this matter, the Cabinet Secretary commented that agreeing to these schemes would be "a helpful way of reintroducing the certainty that the Prime Minister's announcement removed".iOfficial Report, 21 November 2023, col. 4
In response to a further question, she confirmed that the Scottish Government's own target remained to "phase out the need to buy new petrol and diesel cars and vans" by 2030, although the Scottish Government would not have the power to implement such a ban on its own.
In particular, the then Cabinet Secretary for Local Government and Communities accepted more should be done to support successful asset transfers, including “improved awareness, increased public authority buy in, better transparency of process and higher levels of reporting”.
The tool can be used to identify “hotspots”Budget lines that are likely to create carbon emissions in the near-term, because of the goods or service they buy. It does not provide a cumulative sense of the consequences of the spend over multiple years and it does not interact with the Budget process.
Concluding remarks
An understanding of housing policy, and the PRS in particular, benefits from a housing systems analysis, taking into account the sub-markets and complexity of the sector.
The unexpected growth in buy-to-let and the incremental use of re-regulation suggests that PRS policy follows rather than leads the market.

We will continue to look at what our help-to-buy schemes are achieving. As I said earlier, the bulk of those folks who benefit from our help-to-buy schemes are young people who are going on to the housing ladder for the first time.
