Since 2004, local authorities on the community ownership programme wanting to undertake partial transfer have been able to get the equivalent debt write-off for the section of their housing stock that they transfer, so that is certainly one of the scenarios that Edinburgh may well be considering.As I have made clear on many occasions, I shall certainly do all I can in this new situation to support Edinburgh, but it is impossible to provide the level of investment that would have been brought into Edinburgh through community ownership.
