Would that not follow automatically if there was a review every five years of a licence and regular local authority visits? Apart from anything else, if all the parks have to apply for a new licence within 24 months, the workload for councils will probably be substantial if they have not visited the parks for many years.
Much has been achieved over the past three years. The latest Ofcom figures show that superfast coverage in Scotland has increased by 26 percentage points since 2014, compared to 16 percentage points for the UK as a whole.
