In the previous financial year, there was a cut of nearly £5 million in the budget allocation for arts and culture. The proposed funding for 2025-26 not only replaces that but provides a substantial uplift.

There are currently 533 active projects recorded, of which 29 are classed as major projects and a further 23 are potential new major projects.
Do you have an estimate of how much might be due to forestalling? The best estimate that I have seen is from the Scottish Fiscal Commission, which I think came out with an estimate of around £7 million.
A statutory requirement to consult may therefore be a ‘one size fits all’ solution to an issue that is best deal with in a flexible manner as set out above, that does not deliver any particular new benefit.
