We have only just started the consultation process, which is likely to take place over 12 to 18 months, but the sooner that we can hold meetings in Caldercruix, Plains and the other towns that she identified, the better. Is the petitioner suggesting that there is not enough protection if the local authority fundamentally changes the plan? That may well be what he is getting at. I recall a case that involved a workshop that was fairly quiet before someone came along and created a joinery operation in the building.

In 2001, my organisation established a new network licence condition on the company that required it to establish a code of practice for dealing with dependent persons—basically, anyone who wants to get a deal out of the company, which was then Railtrack and is now Network Rail—and to comply with it.
