I have been battering on about that theme for a long time and, although I was pleased to see proposals on the matter contained in the task force's recommendations, I have some concerns about the emphasis on new housing. It is, of course, important to get the arrangements for new housing schemes right at the outset, so that people know where they stand when they move in.
