Delayed Discharge To ask the Scottish Executive what progress has been made in reducing delayed discharges from hospitals. (S1O-6490) The latest figures available from the October 2002 census show a decrease of 11 per cent from the previous October.
The real issue is not race but incompetence. The Chhokar case is just the latest in a long line of administrative disasters that have followed on from the Holyrood building project and the exams fiasco—issues on which the Executive has abdicated its responsibility and constantly tried to blame someone or something else.
At the moment, if the Crown does not oppose bail, it is granted. The proposed new system would allow the court, even if the Crown does not oppose bail, to then—good grief, I have managed to get this totally— I have already covered that.

To ask the Scottish Executive when an announcement will be made with regard to a replacement block at Polmont Young Offenders Institution, as identified in the Visiting Committee of Polmont Young Offenders Institution Annual Report 1 April 2000-31 March 2001.
If I have to write a letter, I will e-mail it to members this week so that they can get their responses back to me. I am leaving the country first thing on Friday morning, so I will get the letter signed off on Thursday.
