The legal advisers have identified four main points. First, that "there are very serious doubts as to whether it is intra vires on points 1, 2, 3 and 4 and to a lesser extent on point 6".Secondly, that there is"a devolution issue on point 3".Thirdly, that there is "defective drafting on points 5, 6 and 7".And finally, that there has been a"failure to follow proper legislative practice on points 8 and 9."
