The first item of business this morning is the debate on motion S1M-52 on the proposals for the development of the new Parliament building at Holyrood, and an amendment to the motion.
We are in a grey area between the old regime and the new, and we must be tolerant. Members cannot ask about, and ministers should not answer on, subjects for which the Executive is not yet responsible.
There must be reasonableness to make the system work on the ground. Is New Zealand a special case? A former council colleague of mine, who went to teach in New Zealand, was in Edinburgh a few weeks ago.
