We were concerned that the power in proposed new section 3(1B) of the Children (Scotland) Act 1995 need not necessarily be as restricted as the Executive envisaged in the policy memorandum and could be used to extend parental responsibilities and rights to a father who had not registered anywhere as the father of the child.
