The issue is of great sensitivity in the community that I represent.Does the First Minister agree that although local authorities should respect the right to march and to express political opinion when they consider the matter, the burden on communities in relation to inconvenience, frequency of marches and public safety should not be disproportionate? The member puts the point very reasonably. Of course there is a right to march, parade and express opinion in this country.
