(S2F-94) I met the Secretary of State for Scotland and Lord Falconer, the Secretary of State for Constitutional Affairs, on Monday in London, when we discussed a range of important issues. I expect to meet the new Secretary of State for Scotland regularly.

He transfers persistent 16 and 17-year-old offenders from the adult courts to his new youth courts and, instead of sending persistent offenders of 13, 14 and 15 to the new youth courts, he keeps them in the children's hearing system.
